Confidence Just Hit a 12-Year Low.
Your Buyer Is Still Here.

Consumer confidence just printed its lowest number since 2014. Your traffic log probably agrees. But the sentiment data and the transaction data are telling two different stories. Here’s the data, and here’s what to do about it.

October 2026
Buyer Confidence & Sales
● Active Tracking
81.9
Consumer Confidence Index, Sept, down 6.7 pts · lowest since April 2014 (Conference Board)
+1.5%
Existing-home sales, Sept · first monthly gain after three declines (NAR)
−1.3%
Purchase applications, Sept, month over month · refis fell 16.5% (MBA)
6.86%
Freddie Mac 30-year avg, Sept · up nearly 20 bps from Aug (PMMS)

If your traffic held up in September but your contract log didn’t, you’re reading the room correctly. The Conference Board’s Consumer Confidence Index fell 6.7 points to 81.9 last month. That’s the lowest print since April 2014. The buyer read the same September rate headlines you did. We covered what the hike does to your 2027 plan. This briefing covers the person it left in your model home. Scared, and still shopping.

Because here’s what the September data actually shows. Sentiment cratered. Closings rose anyway. Purchase applications barely moved.

The confidence collapsed last month. The buyers didn’t.

01 / The Print

The Lowest Number Since You Were Climbing Out of the Crash

Start with the number itself. The index fell to 81.9 in September, from 88.6 in August (Conference Board, Sept 29). The drop followed two softer months. The Conference Board’s chief economist said the index “deteriorated notably.” The Expectations Index has sat below 80 since February 2025. Eighty is the Conference Board’s recession-signal line. More consumers now rate current business conditions bad than good. That’s a first since September 2024. The share calling jobs hard to get rose to 21.9%, from 20.3% in August.

Sit with the date for a second. April 2014. Households haven’t felt this sour since the industry was digging out of the crash. The prospect in your model this weekend carries all of it. More pessimism than any buyer in twelve years. That’s the room. Your sales process either answers it or ignores it.

Action: Pull your last 90 days of stalled deals and tag every one with the stated reason, this month, because “thinking about it” at 81.9 confidence usually means “afraid of it,” and fear has specific fixes.

02 / The Contradiction

Sentiment Crashed. The Closings Kept Coming.

Now the part most operators miss. Existing-home sales rose 1.5% in September to a 3.99 million annual rate (NAR, Oct 13). First gain in four months. Same month the confidence survey fell apart. NAR’s own economist called August and September the slowest two sales months of the year. September still turned up.

The mortgage data splits the same way. Total application volume fell 7.7% from August (MBA, September data). That’s the headline. The story is underneath. Refinance applications drove the drop, down 16.5% for the month and 54.7% from a year ago. Purchase applications slipped 1.3%. Read those side by side. The collapse lives in rate math. Purchase intent is holding.

Lawrence Yun named the reason sales rose (NAR, Oct 13). Higher inventory and longer days on market gave buyers “improved negotiating power.” Buyers moved the moment the risk tilted their way. Scared money still spends. It spends slower, and it asks harder questions first.

Action: Split your lead tracking into need-driven and want-driven buckets by end of month. Confidence drops kill want-driven demand first, and your marketing dollars should know which bucket they’re filling.

03 / What Fear Buys

The Scared Buyer Pays for Certainty

Don’t wait for rates to do the selling. Freddie Mac’s 30-year averaged 6.86% in September, up nearly 20 basis points from August. MBA’s average contract rate jumped 28 basis points in one month, to 7.1%. If your pipeline plan assumes relief by spring, you’re planning somebody else’s market.

So sell what the buyer can still control. The Fed sets the rate. The buyer picks the contractor. A household at 81.9 confidence carries a short fear list. The price moving after signing, the costs hiding in allowances, the schedule slipping into summer. Every item on that list can come off the table in writing.

Certainty looks boring on paper. And it closes. A fixed-price window with a date on it. Draws that land on the same interval, every job. Change-order rules printed in the contract: verbal agreements confirmed in writing within 24 hours, every change priced and signed within 5 days.

The buyer who fears surprises commits to the operator who shows the system.

Action: Put your change-order rules in the proposal packet and walk every buyer through them at the first meeting, starting with your next proposal. That five-minute walkthrough is the cheapest trust you’ll build all year.

04 / Three Plays

Where You Sit Decides the Move

01

Production & Semi-Custom Builders

Track two numbers monthly: sales cycle length and close rate. Put a trigger on them. If the cycle stretches 20% or more, raise lead targets the same month.

Fewer leads this quarter shows up as fewer contracts two quarters out, and a slower buyer means you need more of them.

02

Remodelers

Audit your last 12 months of jobs and name the three that ran clean and paid. Point next quarter’s marketing at that profile, because a confidence drop kills discretionary projects first.

The ideal-project list tells you which lanes run on want and which run on need.

03

Trades

Count leads weekly against a written threshold, and shift one marketing lane toward repair and replacement this quarter.

Need-driven work survives the confidence dips that kill upgrade work. A dead furnace doesn’t read the news.

05 / What to Watch

Three Prints That Confirm or Break This Read

The October HMI lands within days and shows whether builders followed consumers down. September housing starts follow close behind. September inflation also printed a four-month high on energy costs (BLS CPI, Oct 14). Rate relief isn’t riding in. If confidence stabilizes while purchase applications hold, September was a repricing. If both roll over together, tighten the defense another notch.

06 / The Bottom Line

Fear Is a Sales Objection. Treat It Like One.

The September data describes a slow, contested market where the buyer holds the clock. Demand thinned, and it concentrated. What’s left is careful money that still has to live somewhere. Careful money shops for the operator who makes the risk feel small. Through winter, the deals go to whoever sells the process along with the product.

What This Environment Rewards
✓Separating need-driven demand from want-driven demand
✓Making the risk visible, then making it small in writing
✓Tracking cycle length and feeding the lead math
✓Consistency over charisma with a scared buyer

The market isn’t short of buyers. It’s short of certainty.
